The proposed agreement with the City of Houston to forego annexation of The Woodlands has presented TCID with, perhaps, its greatest challenge and opportunity to render a tremendous service to the community, as well as the prospect for radical changes in its traditional structure, functions and services. The Boards of Directors of The Woodlands Community Association, The Woodlands Association and The Woodlands Commercial Owners Association met in joint session on Thursday, February 1, 2007 and unanimously adopted a White Paper that outlines guiding principles for the Associations as they move forward regarding the future governance of The Woodlands.
